Hong Kong National Security Law Marks Fifth Anniversary

As the Hong Kong National Security Law approaches its fifth anniversary on June 30, Chief Executive John Lee addressed the media before an Executive Council meeting on June 17. Reflecting on the turbulent events of 2019, Lee described the so-called "Hong Kong version of a color revolution" and the "mutual destruction" campaign that inflicted significant pain on the city. During that period, residents faced unfair treatment, physical assaults, and humiliation, while widespread traffic disruptions and paralyzed government operations plunged Hong Kong into chaos.

The implementation of the National Security Law, however, swiftly curbed violence and delivered immediate results, Lee stated. He emphasized that the law restored Hong Kong as a stable, safe, and orderly city, enabling residents to resume normal lives and fostering sustained economic growth. Highlighting the city’s enhanced security, Lee cited a recent international report ranking Hong Kong as the sixth safest city in the world.

Lee clarified that the National Security Law targets only a small minority who endanger national security, leaving the daily lives and rights of ordinary citizens unaffected. Over the past five years, 332 individuals have been arrested for suspected violations of national security-related laws, averaging about 66 arrests per year. This figure represents just 0.2% of the total annual arrests made by the Hong Kong Police, underscoring the cautious and serious approach taken by authorities. Lee reiterated that the law’s enforcement aligns with its stated purpose of addressing only those who pose a genuine threat to national security.

The Chief Executive reaffirmed that any illegal activities or behaviors will be met with firm legal action, with no leniency. He expressed satisfaction with the declining trend in national security-related offenses and attributed this to ongoing efforts in public education and awareness campaigns. Lee remains optimistic about Hong Kong’s future, confident that increased public understanding of the importance of safeguarding national security will inspire residents to actively contribute to the city’s stability and prosperity.
