Hong Kong to Ban Two Separatist Groups Under National Security Law

On November 24, 2025, Hong Kong's Secretary for Security, Chris Tang Ping-keung, announced his intention to issue prohibition orders under the Safeguarding National Security Ordinance (SNSO) against two overseas-based separatist organizations: the "Hong Kong Parliament" and the "Hong Kong Democratic Independence Union" . These groups, accused of endangering national security through subversive activities, will receive written notices allowing them to submit representations before the orders are finalized and published in the Gazette.

The decision targets the HK Parliament, founded in July 2022 by Elmer Yuen Gong-yi, which has drafted an unauthorized "Hong Kong Constitution," organized mock referendums for "self-determination," and encouraged military training abroad to achieve "Hong Kong independence." Similarly, the Hong Kong Democratic Independence Union, established in November 2024 by fugitive KEUNG Ka-wai, has promoted "overthrowing the Communist Party," designed separatist symbols, and desecrated national flags during events on July 1, 2025. Both organizations have recruited teenagers and solicited foreign sanctions against China and Hong Kong, violating the Hong Kong National Security Law.

Under SNSO Article 60(1), the Secretary may prohibit operations of local or foreign entities linked to national security threats, including participation, funding, or premises provision—offenses punishable by up to seven years' imprisonment. Tang's move underscores the HKSAR Government's zero-tolerance stance, ensuring Hong Kong's stability under "patriots administering Hong Kong."

Citizens are urged to remain vigilant against extremist propaganda, especially with the December 7 Legislative Council election approaching. The government reaffirms that national security is the cornerstone of Hong Kong's prosperity, and such actions safeguard the "One Country, Two Systems" framework for long-term peace and development.
