Hong Kong Unveils Progressive HK$30,000 Baby Bonus and Targeted Measures to Boost Birth Rates

Chief Executive John Lee announced an 11-pronged policy package in the 2026 Policy Address to address Hong Kong’s declining birth rate, introducing enhanced financial incentives, tax relief, housing assistance, and expanded childcare support.

To lighten the financial burden on expanding families, the government is extending the HK$20,000 newborn grant for three years while introducing a progressive scheme that raises the allowance to HK$30,000 for the second child and subsequent children born from today onward. In addition, tax relief for growing families has been expanded, with the basic child tax allowance and the additional tax allowance for the first two years of life both increasing from HK$140,000 to HK$160,000 for the second child and beyond.

Housing measures have also been tailored to support growing households. Eligible families purchasing a residential property within one year before or two years after a child's birth can enjoy a stamp duty reduction of up to HK$20,000. Furthermore, families with newborns will receive priority allocation in subsidized housing schemes, and White Form applicants with newborns will see their maximum loan-to-value mortgage ratio increased to 95% starting from the next Home Ownership Scheme launch.

The policy package also strengthens public medical and community childcare infrastructure. Over the next three years, the Hospital Authority will gradually expand in-vitro fertilization capacity to 1,900 cases annually, while District Health Centres across the city will roll out free pre-conception, prenatal, and postnatal group classes. To assist working parents, three new subsidized standalone child care centres will provide an extra 1,800 day-care places for infants up to three years old by late 2030. Additionally, the On-campus After-school Care Programme will become permanent without quotas starting in the 2027/28 academic year, alongside enhanced professional support and pickup services for preschool children.
