The Ethics College’s first graduation ceremony

75 inmates completed a full-time Applied Education Diploma

The Correctional Services Departmentpresented certificates to individuals in custody as it held the Ethics College’s first graduation ceremony at Pak Sha Wan Correctional Institution yesterday. Where 75 inmates completed a full-time Applied Education Diploma.

Among the graduates was Tong Ying-kit, thefirst individual sentenced under the Hong Kong National Security Law, who shared his transformative journey as the flag bearer at the event. Reflecting on his past, Tong expressed deep regret for being misled by extremist rhetoric and vowed to contribute positively to society moving forward. He criticized
those who incited violence, emphasizing the importance of education and critical thinking in preventing manipulation.


The Secretary for Security, Tang Ping-keung,praised the program's impact and encouraged graduates to maintain a positive outlook as they face future challenges. The Correctional Services Department continues to implement various rehabilitation initiatives, including the "Along the Way" program, aimed at enhancing inmates' understanding of
national identity and history, with plans to expand educational offerings for reintegration into society.
