Xia Baolong Urges Hong Kong Government to Draft Strong 15th Five-Year Plan and Pool Collective Wisdom for Better Development

Xia Baolong, Director of the Hong Kong and Macao Affairs Office of the State Council, has called on the Hong Kong SAR government to take full responsibility as the “head of the family” and properly formulate its first Five-Year Plan under the national 15th Five-Year Plan period (2026–2030).

Speaking via video at the opening ceremony of National Security Education Day 2026 held at the Hong Kong Convention and Exhibition Centre today, Xia emphasised the need to better coordinate development — described as the “top priority” — with national security, which he called the “utmost important matter”.

He urged the government to gather collective wisdom from all sectors of society when drafting and implementing the plan, and to better combine the strengths of an efficient market with an effective government. This approach, he said, would help resolve contradictions and problems in reform and development, and drive Hong Kong forward from stability to prosperity with stronger measures.

Xia highlighted that President Xi Jinping has instructed the Hong Kong government to proactively align with the national 15th Five-Year Plan, deeply participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and better integrate into and serve the overall national development strategy.

He stressed that without security, there can be no development, and reminded the audience that a moment of safety does not guarantee permanent safety. He also warned against attempts to politicise incidents such as the Hung Fuk Estate fire, calling on the public to remain vigilant against external forces interfering in Hong Kong affairs and to strengthen bottom-line thinking.

Xia expressed confidence that the Hong Kong government would fulfil its responsibilities well. He encouraged entrepreneurs and people from all walks of life to actively participate in building a better Hong Kong, particularly by contributing to the development of the Northern Metropolis, and to integrate their own growth with the city’s and the nation’s development.

The event marked the 11th National Security Education Day in Hong Kong.
