Hong Kong’s First Chain Congee Shop Closes After 33 Years

Ocean Empire Food Shop , Hong Kong’s first chain congeerestaurant established in 1992, announced the immediate closure of all its outlets and offices on May 7, 2025. The decision, communicated by its parent company, Ocean Empire International Ltd, affects the remaining seven branches across the city. The company cited a deteriorating operating environment and worsening financial conditions as the reasons for terminating all business operations.

In a letter to employees, Ocean Empire International Ltd confirmedthat all employment contracts were terminated effective May 7, 2025. The company stated it would soon provide details on arrangements for outstanding wages, notice payments, accrued annual leave, and severance payments. Employees were advised to consult the Labour Department regarding their legal rights and potential claims against the company. The company will proceed with a creditors’ voluntary liquidation to wind up its affairs.

At its peak, Ocean Empire Food Shop operated over 30 branches, renownedfor its traditional Cantonese congee, seasonal dishes, innovative rice rolls, and snacks. However, the chain faced challenges in recent years amid Hong Kong’s wave of business closures and difficulties in the dining industry. Over the past eight months, five branches closed, including the Sha Tin Lucky Centre outlet, where equipment and furniture were auctioned off last month, signaling financial distress.

The Wan Chai branch made headlines in August 2024 when itwas sued by its landlord for three months of unpaid rent totaling HK$813,000, with demands to vacate the premises. In an attempt to attract customers, the same branch introduced a promotional “HK$10 all-you-can-eat” congee buffet from October 28 to 30, 2024, offering 45 minutes of unlimited congee, side dishes, and soya milk. The offer drew large crowds, with diners queuing for the limited spots.

Ocean Empire Food Shop’s closure marks the end of an era for the iconicchain, which once defined Hong Kong’s congee dining scene. The company’s board expressed regret over the decision, attributing it to insurmountable financial and operational challenges.
