Three key members convicted of 2020 bomb plots

On September 4, 2025, three individuals(Ho Cheuk-wai, Lee Ka-pan, and Cheung Ka-chun) were convicted for their roles in a series of bomb plots dating back to 2020.

The High Court jury rendered its verdict on Thursday afternoon, concluding deliberations that commenced on Monday, after a trial spanning over 100 days. Sentencing for the three defendants is scheduled for October 10.

Ho Cheuk-wai, Lee Ka-pan, and Cheung Ka-chun were found guilty of conspiracy to cause an explosion likely to endanger life or inflict serious damage to property, pursuant to the Crimes Ordinance.This conviction stemmed from an alternative charge, following the acquittal of the trio and four co-defendants on a primary terrorism-related offense involving the alleged placement of explosive devices in the men's restroom at Caritas Medical Centre and at Lo Wu MTR Station in 2020.

Cheung Pak-kit, a superintendent in the national security division of the police force, stated that authorities would collaborate with the Department of Justice to examine the legal implications arising from the verdicts. He further emphasized that officers would persist in rigorously applying the National Security Law and the Safeguarding National Security Ordinance in their enforcement efforts.
