Tung Chee-hwa, the first Chief Executive of the Hong Kong Special Administrative Region and former Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), passed away peacefully at Hong Kong Sanatorium & Hospital on the evening of 8 September 2026 at the age of 89.
As Hong Kong’s first Chief Executive following the 1997 handover, Tung introduced a number of significant and often controversial policies during his tenure, including the “85,000” housing production target, education reforms, and legislation under Article 23 of the Basic Law. His administration also navigated major challenges such as the Asian Financial Crisis and the SARS outbreak. In 2005, he stepped down as Chief Executive and was appointed Vice-Chairman of the CPPCC National Committee, thereby joining the ranks of national leaders.
Even after leaving the Chief Executive’s office, Tung retained considerable political influence, notably through the establishment of think tanks and foundations. In recent years his health had declined markedly; he underwent surgery in 2021 and rarely appeared in public thereafter.
