ICAC Exchanges MoUs with Morocco and Thailand to Combat Corruption and Build a Clean Silk Road

The Independent Commission Against Corruption (ICAC) exchanged signed Memoranda of Understanding (MoUs) with Morocco’s National Authority for Integrity, Prevention and Fight against Corruption and Thailand’s Public Sector Anti-Corruption Commission on Wednesday (9 September) during the Belt and Road Summit.

ICAC Commissioner Hu Ying-ming said the signing of the MoUs with the two countries’ anti-corruption agencies would strengthen the sharing of anti-corruption information, the organisation of training activities and the promotion of joint initiatives. This would actively foster long-term anti-corruption cooperation under the Belt and Road framework and help build a clean Silk Road.

On Tuesday (8 September), Commissioner Hu and senior ICAC officers held a bilateral meeting with H.E. Mohamed Benalilou, President of Morocco’s National Authority for Integrity, Prevention and Fight against Corruption. Both sides described the MoU as an important milestone that further solidifies their partnership. They look forward to using Morocco as a platform to jointly promote anti-corruption collaboration in the African region and to enhance the regional influence of the International Association of Anti-Corruption Authorities, of which the ICAC currently holds the chairmanship. The ICAC also pledged to share its experience in establishing the Hong Kong International Academy Against Corruption and to fully assist the Moroccan authority in setting up local training facilities.

Key provisions of the MoU include the sharing of information on corruption and related criminal activities, the exchange of intelligence on modus operandi and preventive measures, and the organisation of training programmes.

On the same day, Commissioner Hu also received Bhumivisan Kasemsook, Secretary-General of Thailand’s Public Sector Anti-Corruption Commission, and witnessed the signing of an MoU by Deputy Commissioner and Head of Operations Chau Shu-chun and Mr Kasemsook. During the meeting, both sides noted that the two agencies already enjoy a solid foundation of cooperation in the anti-corruption field. Thailand’s Public Sector Anti-Corruption Commission gave full support when the Hong Kong International Academy Against Corruption was established in 2024. In recent years, the ICAC has also partnered with other Hong Kong law-enforcement agencies to share operational experience in Thailand, yielding positive results.

Following the signing of the MoU, both sides look forward to closer cooperation and experience-sharing in the areas of enforcement, prevention and education through training and capacity-building courses, so as to jointly advance the prevention and combat of corruption.

Since 2024, the ICAC has signed a total of 14 MoUs with anti-corruption agencies or international organisations of various countries.
