SPECIFICATION OF ABSCONDERS IN RESPECT OF OFFENCES ENDANGERING NATIONAL SECURITY

On August 4, 2025, the Secretary for Security, Mr. Tang Ping-keung, pursuant to sections 89(1) and 89(4) of the Safeguarding National Security Ordinance (2024, No. 6), published Extraordinary Gazette Notices No. 43 and No. 44 of 2025, designating 16 individuals as absconders for whom arrest warrants have been issued by the court for allegedly committing national security offenses outside Hong Kong. Corresponding measures have been imposed against these individuals.

The 16 designated absconders are: male Ho Leung-mau Victor, female Chan Lai-chun, male Feng Chongyi, female Gong Sasha, male Ng Man-yan, male Tsang Wai-fan, female Chin Po-fun, male Ha Hoi-chun, Paul, male Hau Chung-yu, male Ho Wing-yau, male Keung Ka-wai, male Lam Tony, female Ng Agnes, male Wong Chun-wah, male Wong Sau-wo and female Zhang Xinyan. These individuals are suspected of continuously engaging in activities outside Hong Kong that endanger national security.

On July 25, 2025, the National Security Department of the Hong Kong Police Force announced a reward for the apprehension of these 16 absconders, along with male Yuan Gong-yi, male Fok Ka-chi, male Choi Ming-da, totaling 19 individuals. These 19 individuals are alleged to have formed or participated in a subversive organization called the "Hong Kong Parliament" outside Hong Kong, suspected of violating the Hong Kong National Security Law. The court has issued arrest warrants for all 19 individuals based on police applications.

Previously, in June and December 2024, the Secretary for Security, under section 89 of the Safeguarding National Security Ordinance, designated male Yuan Gong-yi, male Fok Ka-chi, male Choi Ming-da as absconders and imposed measures against them.

The measures applied to the 16 absconders designated today include: prohibiting the provision of funds or other financial assets or economic resources to them, or handling funds they own or control; prohibiting certain activities related to immovable property; and prohibiting activities related to joint ventures or partnerships involving these absconders. Additionally, the HKSAR passports of most of these absconders will be canceled, and some will be temporarily removed from directorships. Details of the offenses they are suspected of committing and the specific measures are listed in the annex.

A government spokesperson stated that these absconders, hiding in countries and regions such as the United Kingdom, the United States, Canada, Germany, Australia, Thailand, and Taiwan, China, have continued to blatantly engage in activities that endanger national security, attempting to incite hatred by smearing and defaming the HKSAR and Central Government. The government has taken these measures to decisively counter their actions.

Unless authorized by the Secretary for Security, it is illegal to directly or indirectly provide funds or other financial assets or economic resources to these absconders (including funding their online platforms or pages), handle funds they own or control, lease or otherwise provide immovable property to them, lease immovable property from them, establish joint ventures, partnerships, or similar relationships with them, or invest in such relationships. Offenders may face up to seven years’ imprisonment upon conviction. The police will strictly enforce the law and urge the public not to test the boundaries of the law.

The Secretary for Security has instructed the police to compile relevant evidence to consider prohibiting the operation of the "Hong Kong Parliament" and the "Hong Kong Democratic Independence Union" in Hong Kong under section 60 of the Safeguarding National Security Ordinance.
